PIF (Product Information File) 是一種化妝品產品資訊檔案，是台灣現行法規（《化粧品衛生安全管理法》）要求所有在台上市的化妝品（包括進口和自製）都必須建立的完整文件，類似產品的「身分證與體檢報告」，記錄了產品的配方、成分、製造、安全評估與標示等資訊，並由專業人員簽署，供主管機關查核。此制度源自歐盟，現已成為全球趨勢，對台灣等地區的化妝品製造商和輸入商是強制性的要求。旨在確保產品安全並強化業者自主管理，未來（2026年起）將強制執行。PIF 包含哪些內容？一份完整的PIF 包含產品的詳細資訊: 產品基本資料: 品名、用途、劑型、製造/輸入商資訊等。品質與安全資料: 原料來源、成分安全報告、穩定性與微生物檢驗報告等。製造與品質管理: 製造流程、品質控管方式。 包裝與標示: 實際產品的外包裝、標籤、說明書。功能證明: 相關的實驗室報告或文獻資料。  為什麼需要 PIF？確保消費者安全: 通過嚴格的資料審查與安全性評估，保障使用者權益。符合法規: 台灣已跟上國際（如歐盟）趨勢，要求上市前備妥，否則將受罰。提升業者管理: 促使業者建立完善的產品管理制度。透明化與追溯: 方便主管機關查核與問題追溯。  誰需要準備 PIF？ 所有在台灣販售、贈送、公開陳列或試用的化妝品業者 (製造商、進口商、代理商)。   關鍵時間點 台灣已於 2024 年 7 月 1 日起實施一般化妝品需要 PIF 的規定。總之，PIF 制度是台灣化妝品市場的一項重要轉變，品牌方需要提前準備，以符合法規並保障消費者安全。PIF (Product Information File) is a mandatory dossier under Taiwan's Cosmetics Hygiene and Safety Act. 矽靈造成掉髮 !?? 太可怕了! 真的嗎?

一、矽靈是什麼？「矽靈」泛指一類矽化合物，常見於洗髮精、潤髮乳、護髮油中，最常見的包括：Dimethicone（二甲矽油）Cyclopentasiloxane（環戊矽氧烷）Amodimethicone（胺基矽靈）主要功能是使頭髮滑順、有光澤、減少毛躁與打結。二、矽靈分子大小有多大？以常見的 Dimethicone（分子量約 10,000～100,000 Da） 來說，它的分子量非常大，幾乎是常見皮膚吸收成分的 100 倍以上。這類高分子矽化合物的特性：不會穿透肌膚與毛孔具有疏水性（不溶於水）在皮膚或頭髮表面形成一層薄膜三、頭皮毛孔的大小？人體毛孔（或稱毛囊口）的直徑約為 30～50 微米（μm）。 而大型矽靈聚合物的分子尺寸則約為 數百奈米至數微米（nm）。1 微米 = 1000 奈米 → 所以理論上矽靈分子是無法進入毛孔的，甚至連穿透表皮角質層都不行。四、那為什麼矽靈會被認為「堵塞毛孔」？這其實是一個「觀感與實際作用的落差」。傳統印象（誤解）實際機制頭皮悶、癢、出油是因為矽靈堵塞毛孔其實矽靈只是「覆蓋在皮膚表面」，造成一種不透氣感洗髮精難沖乾淨、頭髮滑膩感殘留屬於物理覆膜的效果，並非「殘留堵塞」 除非搭配了其他 油脂、蠟、香精 等成分不易洗淨，再加上清潔不徹底、油性膚質本身問題，才會可能導致頭皮問題。五、矽靈洗髮精一定不好嗎？並不是。有矽靈洗髮精無矽靈洗髮精柔順好梳理有時較乾澀、打結適合髮質受損者適合油性頭皮、敏弱肌膚對頭皮易有「悶感」但非堵塞減少矽靈殘留與過敏機率  以下是台灣衛生福利部食品藥物管理署（衛福部食藥署）關於「矽靈」安全性文章的網址：化粧品含矽靈，到底好還是不好？：https://www.fda.gov.tw/TC/PublishOtherEpaperContent.aspx?id=1471&tid=4440化粧品含矽靈，到底好還是不好？    日常生活用品中，除了洗髮精之外，化粧品也有可能添加矽靈，這樣到底好不好？食藥署解釋，矽靈最常見的功效，就是提升觸感並增進延展性，部分具有揮發性的矽靈，因有揮發功效，可讓矽靈不殘留，反而更加清爽不黏膩。    此外，矽靈會在表皮形成薄膜，降低經皮水分的散失，以維持保水狀態，它常使用在防水或者強調不沾的產品，能有效隔絕與外在的接觸。另外，還有多孔性矽靈，其孔隙可吸附油脂，達到控油效果。 安心使用矽靈，不會對身體產生危害    吳姵萱副教授強調，目前沒有任何研究證實矽靈對人體有危害，相反的，因其穩定、安全且多樣化的特質，被廣泛添加於各種粧品。坊間因商業競爭，利用廣告和商品的行銷，釋出矽靈對皮膚有不好影響的資訊，事實上，在科學檢驗與文獻依據上是相當薄弱且沒有根據的。  選擇粧品，適合自己最重要    在選購產品的過程中，矽靈不該是唯一的考量，吳姵萱副教授表示，化粧品多為複方產品，會搭配其他原料來達到產品宣稱的功效。    食藥署提醒，選擇任何清潔、保養與彩粧產品，關鍵還是要適合自己的膚質，並養成良好的作息，每日規律洗卸、清潔與保濕，選擇符合化粧品規範的產品，是可以安心使用含矽靈產品的。
